David Mutchler earned a Ph.D. from Washington University, St Louis, in 1971. He is a former senior foreign service officer with the U.S. Agency for International Development (USAID). For more than 30 years, he designed, directed and evaluated USAID development efforts in Pakistan, Nepal, Panama, the Caribbean, Mozambique and the countries of west and central Africa. From 1997 to 2007, he directed the USAID Cuba program, leading the effort to support the rise of democracy in Cuba.
